As we welcome the beginning of spring, we want to take this opportunity to wish you an energizing season as you complete the final sprint to the end of the school year.

Negotiations are continuing and your Federation remains on task to protect you and improve your working conditions under the collective agreement.

We assure you that the team is present, united and ready to take up the challenges presented to it. Our ultimate goal remains a negotiated and acceptable collective agreement while maintaining your access to your other services.

Q&R : What You Need to Know About Obtaining a D Contract

When is a teacher awarded a D contract? 

Article 61.03 of the Collective Agreement states: 

A Schedule D contract under the Collective Agreement will be awarded to a supply teacher 

  1. for every assignment expected to last at least one year,
  2. for every assignment expected to last at least three months when that assignment is to supply for a regular teacher taking a secondment, educational leave or deferred salary leave, or
  3. on the first day of the fifth month of continuous service in the same assignment.

Notwithstanding paragraph 05 or 06, where a supply teacher is awarded two (2) consecutive long-term supply assignments within the same school district, there is deemed to be no break in service.

If a long-term supply teacher replaces a regular teacher until the end of the school year and is rehired to replace that same teacher for another long-term assignment from the first day of school in the next school year, there is deemed to be no break in service. 

Thus, if a supply teacher began their assignment at the beginning of the school year, for example on August 29, they would receive their D contract on January 9, which is the first day of school after the winter break since they must work the first day of the fifth month in the same assignment. However, December 30 (which would have been the first day of the fifth month of working) was not a teaching day.

After the first day of the fifth month, the D contract should be awarded automatically by the district. The teacher does not have to follow up in any way with the district unless they have questions about their contract or if they think there is an error.

What benefits do teachers with D contracts receive?

Once teachers are awarded a D contract, they will receive all the same benefits of the Collective Agreement as those with a B contract (ex. sick, bereavement and compassionate leaves) with the exception of not having access to the family responsibility day and they will not be recalled based on seniority as is the case for B contract teachers.  

Do teachers under contract D have access to group insurance?

Teachers working under contract D are entitled to medical and financial security provided by the NBTF Group Insurance Plan. Also, the employer will contribute a portion of the member’s premiums. Do D contracts always provide recall rights at the end of the contract?

Not all D contracts provide recall rights. A teacher with a D contract will be entitled to recall rights once they have worked in the same assignment (or two consecutive long-term supply assignments without a break in service) for more than four months. Having recall rights means that their name will be placed on the long-term supply eligibility list and on the recall list. They will therefore be considered for future Schedule D or B contracts for which they are qualified (Article 61.05) prior to any other teacher without recall rights.  

What will be the methods of payment for teachers on D contracts?

When a teacher obtains a D contract, they will continue to receive their biweekly pay and will receive an amount determined by the following formula pursuant to Article 27.03 (a) of the Collective Agreement:

Policy 701: New Complaint Management Process

Screenshot 2023-03-22 at 10.29.54 AMIn July 2021, the Education Act was amended. One of the major changes lies in the complaint management process for professional misconduct related to Policy 701.

It should be noted that this policy is still under review. The NBTF was consulted and has provided its recommendations to EECD. We are still waiting for the final version of this new policy.

Since the implementation of the new process, EECD is responsible for the management of complaints and the investigation process. Once a complaint is filed, it will be forwarded to the Department. Afterwards, the Department assesses whether the complaint (as submitted) meets the definition of serious professional misconduct and whether it should be investigated.

It is important to note that when a complaint is filed, the allegations are often criminal in nature and therefore very serious. Furthermore, the employer does not communicate any information to the NBTF until they obtain the employee’s consent. Therefore, if you are informed that a complaint has been filed against you, it is very important to contact the Federation as soon as possible to ask for advice. In some cases, it will be important for the member to obtain legal advice, a service offered by the professional associations for which the NBTF can refer you.

The first piece of advice is not to discuss any allegations before consulting the Federation as anything said could eventually be used against you.

If you are a school administrator and someone contacts you because they want to file a complaint, we recommend that you contact your district’s HR Director and follow their directive.

New Staff Members

Hiring of personnel
The Federation Keeps Evolving

Did you know that since July 2022, the Federation has welcomed three new members to its staff? We are pleased to introduce Kayla, Josée and Dimitri, who have added their diverse skill set to our team. We encourage you to read on and learn more about them.

Kayla Rea, Administrative Services Officer

1Kayla started her job with the Federation as an Administrative Services Officer in July 2022. Born in Prince Edward Island, she grew up in Nova Scotia and graduated from Acadia University with a BA in Sociology and Business. She then pursued her studies and obtained her Office Administration diploma from the Nova Scotia Community College.

After nearly 10 years in the financial field, Kayla moved to Calgary where she discovered a passion in the education sector as Assistant Director and Payroll Administrator for a child-care facility. It was also in Calgary that she met her husband, Shawn, originally from Fredericton. In 2022, they decided to move closer to their family and eventually settled in Fredericton with their two children, Emery, 3, and Evelyn, 1.

Kayla has a passion for cosmetics and makeup, loves spending time with her family and Shih Tzu, Coco, and can often be found outdoors or at the gym.


Josée G. Scott, Liaison and Communication Officer

3Josée joined the team in January 2023 as the Liaison and Communication Officer after 13 years of experience in the building. She was previously employed by the AEFNB as an Administrative Assistant in Communications, Professional Development and as an Interim Public Relations Officer. Her experience in the education sector and in communications made it obvious that she would be an asset to the NBTF.

Originally from Dieppe, Josée received her diploma in Bilingual Secretarial Techniques from the NBCC-Bathurst, then moved to Edmundston where she worked as an administrative assistant for close to seven years. She then moved to Fredericton in April 2009 to get closer to her partner (now husband) with whom she shares a 10-year-old boy, Eliott, and an 8-year-old girl, Elizabeth.

Besides her passion for the teaching world, Josée spends most of her time with her family and feels fortunate to be able to take on new professional challenges while continuing to serve a profession that is close to her heart.


Dimitri Veillesse, Maintenance

2Dimitri is originally from Belgium and arrived in Fredericton as a permanent resident in August of 2018. He and his partner Laurence share a 15-year-old daughter and recently (January 2023) made his way to join the maintenance crew here at the Federation’s building.

Dimitri graduated as an Educator in 1991 and has worked in several fields including security for over 16 years, as an industrial worker and kitchen clerk. More recently, he was hired as a skilled tradesman for a local construction and engineering company.

In his spare time, this basketball fanatic enjoys taking walks in nature and admiring the Canadian landscapes which he takes pleasure in sharing with his family in Belgium and France as well as with his friends.
